＜事業概要＞
都市緑地法に基づく特別緑地保全地区に指定している上川の里の保全と活用は、「八王子市みどりの基本計画」において、リーディング・プロジェクトに位置付けています。令和2年度には「上川の里保全と活用の方針」を策定し、里山が有する多様な機能や魅力を将来に継承していくために、様々な手法による里山環境の保全と活用を推進しています。
現在、上川の里の保全や活用には、市民、NPO、企業、行政など様々な主体が関わっています。企業やＮＰＯなどと市が協定を結び、環境教育や企業のＣＳＲ活動による積極的な里山環境の保全と活用を進めています。
＜活動の一例＞
・地域住民の協力のもと、近隣小学校の児童による稲作体験
田植えから、稲刈り・脱穀までの水田耕作に参加して、自然の恵みとともに食卓の「ごはん」になるまでの大変さも体感
・親子里山体験
子どもたちが里山探検隊となり、虫取り網を片手に自らの五感を通じて自然と触れ合いながら生き物探し
・企業による畑作活動
従業員ご家族の皆さんで、無農薬で立派に育ったトウモロコシを収穫！地元のフードバンクにも寄贈
・NPOによる雑木林での間伐体験
森の中に光が差し込み、低層の多様な植物が育つよう、放置されていた雑木林で間伐を実施
このような活動が活発に展開されることで、自然環境保全への意識啓発や良好な自然環境の保全につながるとともに、地域の活性化やコミュニティの形成にもつながると考えています。
＜ＳＤＧｓへの貢献＞
行政のみによる緑地・里山の保全には限界がありますが、様々な活動主体との協働により、良好な里山環境が取り戻されつつあります。
みどりの保全、気候変動に対する取組に貢献するだけでなく、環境教育・環境学習の場としての活用によるＳＤＧｓの4番「質の高い教育をみんなに」や、複数の活動主体がそれぞれの特性を活かして協働することで、ＳＤＧｓの17番「パートナーシップで目標を達成しよう」の充実を図るなど、ＳＤＧｓの各目標の達成へ貢献できるものと考えています。

Overview
The conservation and utilization of Kamikawa Village, which is designated as a special green space conservation area under the Urban Green Space Law, is positioned as a lead project in the "Hachioji City Basic Plan for Greening". In FY 2020, we formulated the "Policy for the Conservation and Utilization of Kamikawa Village", and have been promoting the conservation and utilization of the village-vicinity mountain’s environment through various methods in order to pass on the various functions and attractions of the village-vicinity mountain to future generations.
Currently, various entities are involved in the conservation and use of Kamikawa Village, including citizens, NPOs, businesses, and public administrations. The city has signed agreements with companies and NPOs, and is actively promoting the conservation and use of the village-vicinity mountain’s environment through environmental education and corporate CSR activities.
Examples of an activity
・Rice-growing experience for local elementary school students in cooperation with local residents
Participate in rice cultivation from planting to harvesting and threshing, experiencing the blessings of nature as well as the hard work that goes into turning rice into food for the table.
・Family Village-Vicinity Mountain Experience
The children became explorers of the village-vicinity mountain, searching for living creatures while interacting with nature through their five senses, insect nets in hand.
・Company Field Crop Activities
Employees and their families harvest pesticide-free corn, which is also donated to a local food bank.
・Thinning in a forested area by a nonprofit organization
Thinning in a neglected forest area to allow light to penetrate the forest and a variety of low-growing plants to grow.
We believe that the active development of such activities will help raise awareness of the need to preserve the natural environment and maintain a favorable natural environment, as well as revitalize the local community and build a new community.
Contributing to the SDGs
Although there are limits to how much green space and village-vicinity mountain can be preserved by the public administration alone, good village-vicinity mountain environments are being restored in cooperation with a variety of other entities.
In addition to contributing to the preservation of green spaces and efforts to combat climate change, we believe we can also contribute to the achievement of each of the SDGs, such as "Quality Education" (Goal 4) by using the area as a place for environmental education and learning, and enhancing "Partnerships for the Goals" (Goal 17) by having multiple entities work together, leveraging their respective characteristics.
